Boil cauliflower, carrot, celery, water, and bouillon in a Dutch oven. Simmer for 12-15 mins.
In a saucepan, melt butter. Stir in flour, salt, and pepper. Gradually whisk in milk. Boil 2 mins until thick.
Add cheese and stir until melted. Mix in hot sauce if desired.
Combine with the veggie mixture and serve warm.
