Preheat oven to 400°F (200°C).
In a saucepan, boil water and butter.
Add flour; stir until dough forms a ball.
Cool slightly, then beat in eggs one at a time.
Spread dough into ungreased 9×13-inch pan and bake for 35 minutes.
Cool crust completely.
Beat cream cheese until smooth; add milk and pudding mix, then beat until thick.
Spread filling over cooled crust.
Top with whipped topping and drizzle with chocolate syrup.
Refrigerate for 2–3 hours before serving.
