Preheat oven to 450°F (230°C), prep 2 baking sheets
Cut pepper into 1-inch pieces
Mix all seasonings in bowl; coat chicken pieces
Arrange chicken and peppers on sheets; spray with oil
Bake 7-10 mins, flip, spray again
Bake additional 7-10 mins until golden and cooked through
Combine all sauce ingredients except cornstarch in saucepan
Simmer on medium heat
Add cornstarch slurry; cook 2-3 mins until thick
Toss chicken and peppers with warm sauce
Serve over rice; garnish with green onions
