Warm milk to around 110 degrees F. Add warm milk to the bowl of mixer and sprinkle yeast on top. Add in sugar, egg, egg yolk and melted butter. In mixer fitted with dough hook attachment add in salt and flour.
Knead for about 6-7 minutes.
Transfer to buttered or oiled bowl, cover, and let rise until doubled. About 1-2 hours.
Roll into a rectangle about 14x9.
In a small bowl combine all ingredients for filling. Spread evenly across dough.
Using a knife or pizza cutter, cut dough into 1 ½ inch wide strips. Carefully roll up each strip. Place in a greased 9x13 pan. Once full cover with plastic wrap and let rise for 45-60 minutes.
Preheat oven to 350.
Uncover and bake rolls for 23-26 minutes.
While rolls are baking, in a small bowl combine melted butter, garlic, and parsley. Add in about 2 Tbsp parmesan cheese.
Once rolls are done, remove from oven and immediately brush the tops of rolls with melted butter mixture. Top with remaining parmesan cheese.
