In a bowl, combine the mirin, oyster sauce, soy sauce, honey, water, minced garlic, and black pepper. Mix well to create a marinade.
Cut the pork belly into bite-sized pieces and marinate them in the sauce for at least 30 minutes.
While the pork is marinating, prepare the cabbage by shredding it into thin strips.
In a large skillet, heat some oil over medium heat and add the marinated pork belly. Cook until the pork is browned and cooked through.
Add the shredded cabbage to the skillet and stir-fry until the cabbage is tender.
Serve the pork and cabbage mixture over cooked rice.
