Rinse Kombu and combine with water in a medium saucepan. Bring to a simmer over medium heat and turn off stove. Let steep uncovered for 10 mins.
Prepare vegetables and sear in a Wok, then set aside in a serving bowl.
Remove the saucepan from the heat and add Bonito Flakes, and steep for 7 mins.
Fry an egg and/or other protein in a Wok and set aside.
Strain dashi into serving bowl and let sit ultil serving.
Return saucepan on heat, add broth and bring to a boil.
Add Tare ingredients to dashi in serving bowl, taste for seasoning and add fish sauce or salt if required.
Prepare toppings.
Cook fresh ramen noodles in boiling broth for 1-2 mins (or according to package directions, Do Not Overcook Noodles).
Transfer hot broth and noodles to a serving bowl with vegetables, serve topped with crispy fried egg, scallions, nori sheets and your choice of protein and toppings.
