Add beef broth or water and simmer
Mix breadcrumbs with milk and cornstarch, then add to the beef mixture
Season with soy sauce and browning, then let cool
Roll out dough and cut into patty shapes
Fill each patty with beef filling
Seal edges and brush with egg wash made from beaten egg and water
Bake until golden brown
