Preheat oven to 300ºF.
In an oven-safe small container, combine garlic cloves and pour enough olive oil to just cover the cloves (~ ⅓ cup).
Place container on a baking tray with raised edges, and roast in the oven for about 45 minutes until garlic is golden brown and oil is fragrant.
Remove from oven, and let cool enough to handle.
Transfer oil and garlic to a blender, and add in the rest of the ingredients, and blend until smooth.
Store in an airtight container in the fridge for 7-10 days.
