Gather all ingredients.
Combine ground beef, onion, and bell pepper in a large saucepan over medium-high heat. Cook and stir until beef is browned, about 5 minutes. Drain excess fat.
Season with chili powder, garlic, cumin, and bay leaf.
Stir in tomatoes, tomato sauce, and jalapeños. Bring to a boil and reduce heat to low. Cover and simmer, stirring occasionally, for 1 ½ hours. Stir in beans and allow to heat through.
Season with salt and pepper to taste.
