Prep Potatoes: Peel and cut into shoestring strips, soak in ice water to remove starch.
First Fry: Heat oil to 325°F and fry potatoes 2–3 minutes until tender but not golden.
Make Cowboy Butter: Melt butter over low heat, add zest, lemon juice, garlic, mustard, spices, herbs, Worcestershire, and mix well.
Prepare Steak: Pat dry, season both sides with salt and pepper.
Sear Steak: Cook 2–3 minutes per side, baste with butter, garlic, thyme, and rosemary.
Rest Steak: Remove from pan, rest 8 minutes.
Second Fry: Increase oil to 375°F, fry fries again 2 minutes until golden and crisp.
Serve: Slice steak, arrange with fries, drizzle cowboy butter over top, and garnish with chives.
