Prepare oven and baking dish: Preheat oven to 350°F. Line an 11 x 7–inch baking dish with parchment paper, allowing excess paper to hang over edges.
Make mayonnaise spread: Combine mayonnaise, horseradish, and mustard in a small bowl. Place rolls (do not separate them) on a cutting board; using a long serrated knife, split the entire loaf of rolls in half horizontally. Spread mayonnaise mixture on both cut sides of rolls.
Assemble sliders: Place bottoms of rolls in prepared baking dish. Top with 4 cheese slices. Add the roast beef. Top with remaining 4 cheese slices (cheese on bottom and top of beef). Arrange tops of rolls on top.
Add butter mixture to rolls: Combine butter, Worcestershire, poppy seeds, Italian seasoning, and garlic powder; brush evenly over tops of rolls. Cover baking dish with foil.
Bake sliders: Bake at 350°F until thoroughly heated and cheese melts, 22 to 25 minutes. Uncover and bake until tops of rolls are browned and crisp, 8 to 10 minutes. Use a sharp knife to cut between rolls and separate sliders. Serve warm.
