Combine 1 cup old fashioned oats and 1 ¼ cup boiling water in mixer bowl and let sit for 20 minutes to allow oats to absorb water
Add 1 stick butter, 1 cup white sugar, and 1 cup brown sugar to the oat mixture and mix
Crack in 2 eggs and mix
Add ½ teaspoon salt, 1 teaspoon baking soda, ½ teaspoon baking powder, 1 teaspoon cinnamon, and a sprinkle of nutmeg, then mix
Add 1 teaspoon vanilla extract and 1 ½ cups all purpose flour and mix until combined
Pour batter into a greased 9x13 pan
Bake at 350°F for 35 minutes
While cake bakes, prepare topping by mixing ⅔ cup brown sugar, 1 cup coconut flakes, ¾ cup chopped pecans, 1 teaspoon vanilla extract, and 1 stick melted butter
Remove cake from oven and spread topping evenly over warm cake
Place cake back in oven under broiler at 325°F for 5 minutes, or on top shelf at 350°F for 10-12 minutes, watching carefully until topping is golden brown
Remove from oven and let cool before cutting and serving
