Combine soy sauce, hoisin sauce, brown sugar, and sesame oil in a small bowl for the sauce. Mix well and set aside.
In a large pan, heat oil and sauté the diced onion and sliced peppers until softened.
Add the ground meat and cook until browned, breaking it up as you go.
Create a well in the center, add more oil, then garlic and ginger. Cook until fragrant.
Pour in the prepared sauce and let simmer for a couple of minutes.
Stir the cornstarch-water mixture into the pan, stirring well until it thickens.
Mix in the chili crisp, green onions, and cooked noodles. Combine well.
Serve with a drizzle of chili crisp oil and a sprinkle of Mae Mai crisp onion & garlic.
