Preheat your oven to 350°F (175°C).
In a large skillet over medium-high heat, cook and stir the ground beef until it’s browned and crumbly. Drain off any excess grease.
In a large mixing bowl, combine the chopped cabbage, tomato sauce, chopped onion, uncooked rice, salt, and the cooked ground beef. Mix thoroughly.
Pour the mixture into a 9×13-inch baking dish and pour the beef broth over the top.
Cover the baking dish tightly with foil and bake for 1 hour.
After one hour, remove the cover and stir the casserole gently. Cover again and return to the oven for an additional 20 to 30 minutes.
Once everything is tender and bubbling, remove the casserole from the oven and let it sit for 5-10 minutes before serving.
