Combine the rice flour, whole wheat flour, sugar, and baking soda.
Add the oil and water, and mix to fully incorporate the flour.
Add the cinnamon and barely mix it through the dough.
Roll the dough very thinly between two pieces of parchment paper.
Sprinkle with cinnamon sugar and cut into squares.
Bake at 350°F for 8-10 minutes, then reduce to 250°F and bake for 30 minutes.
