In a medium bowl, mix together ½ cup sour cream and ½ cup mayonnaise until it's smooth and creamy.
Next add 1 Tbsp chopped fresh chives, ½ tsp garlic powder, ½ tsp dried parsley, ½ tsp dried dill, ¼ tsp onion powder, ¼ tsp salt, and ¼ tsp ground black pepper. Mix together.
Slowly stir in up to ½ cup milk until smooth and creamy and desired consistency. (Last time used just about ⅜ cup). Add to a sealed jar and store in the fridge up to 1 week.
