Grate the Russet potatoes and onion
Mix grated potatoes and onion with ground chicken, eggs, cornstarch, and soy sauce to form latke mixture
Heat vegetable oil in a pan for frying
Form mixture into patties and fry until golden brown on both sides
In a separate pan, combine cornstarch, sugar, soy sauce, sriracha, rice wine vinegar, and chicken broth
Add minced garlic and ginger to the sauce
Heat sauce over medium heat, stirring constantly until thickened
Stir in sesame oil
Plate latkes and pour General Tso's sauce over top
Garnish with sliced scallion and sesame seeds
