Marinate sliced beef with corn starch, baking soda, white pepper, Ching wine, soy sauce, water, and vegetable oil.
Combine brown sugar, beef stock, soy sauce, dark soy sauce, oyster sauce, and sesame oil for the sauce.
Dredge the beef in cornstarch and shake off any excess.
Fry the beef in batches for 1 minute on each side.
Cook the onion, ginger, garlic, the white parts of the green onion, and dried red chili peppers for 1 minute until fragrant.
Pour in the sauce and thicken it with a cornstarch slurry.
Add back the beef and green onions, then toss until coated.
