Set a small skillet or saucepan over medium heat and melt the butter. Add the garlic and cook for 1 minute, do not let the garlic brown. Stir in the flour and cook for 1-2 minutes.
Slowly add the cream while whisking constantly. Cook and stir until smooth and thickened, about 3 minutes.
Stir in the garlic powder, salt and pepper.
Remove from the heat and transfer to a dish or pitcher.
