Preheat oven to 350 degrees.
In a food processor blend tuna, water and egg.
Add in flour and mix well.
Pour dough onto floured surface and roll out with a rolling pin until about 1.8" thick. (Or height of 2 quarters)
Cut dough into small shapes or pieces using a cookie cutter, knife or your preferred method.
Place pieces on a lined cookie sheet with space between them to expand.
Bake for 15 minutes - or until they puff up and get a golden color.
Allow to cool after removing from oven and then place in an airtight container
