Preheat oven to 400 degrees. Spray an 8x8 baking dish, cast iron or pie dish with nonstick spray.
In a large mixing bowl, add the softened cream cheese and sour cream. Beat together with a hand mixer until it's smooth. Set aside.
In a large skillet over medium heat, melt 1 tablespoon butter. Cook the shaved steak for about 3-4 minutes or until mostly cooked through, chopping it up with a spatula into bits as it cooks. Add Worcestershire into the pan and stir to combine. Fold steak into the cream cheese mixture.
Melt 2-3 tablespoons butter in the same skillet over medium low heat. Add the onions and saute about 10 minutes or until they start to caramelize.
Add in the green peppers and continue to cook about 5 minutes. Stir in the garlic and saute until fragrant, about 1 minutes.
Fold the pepper and onion mixture into the cream cheese mixture along with the banana peppers and salt and pepper. Fold in half of each cheese.
Spread mixture into prepared baking dish, top with remaining cheese and bake for 30 minutes. Optionally, you can broil for the final 2-3 minutes to get the top browned and bubbly. Serve warm with tortilla chips, baguettes, or veggie sticks.
