Add 3 c of water to a pot with your cinnamon. Bring to a simmer over medium heat before adding in rice.
Bring back up to a simmer, cover, and cook on low for about 10 mins or until most of the water is gone but your rice is still a little underdone.
Add your sweetened condensed milk, evaporated milk, salt, vanilla, nutmeg, ground cinnamon, and milk.
Let it cook for another 15-20 until your rice is nice & soft, and the consistency is nice and thick, but still drinkable.
Serve with a little extra cinnamon & enjoy babe!
