Preheat oven to 375°F (190°C).
Cook ground beef in a skillet until browned, breaking into small pieces.
Add sliced onions and bell peppers, cooking until softened.
Stir in Worcestershire sauce.
Mix softened cream cheese with half of the shredded Monterey Jack cheese.
Assemble roll-ups by spooning beef mixture onto cheese piles, topping with cream cheese mixture.
Bake for 10-12 minutes or until cheese is melted and bubbly.
Remove from oven, let cool, but while they are still warm, roll them up.
