In a bowl, mix flour, salt, and ajwain. Add ghee and rub until crumbly. Gradually add water and knead into a firm dough. Rest 15–20 minutes.
For the filling, sauté onions, ginger-garlic, and chilies in a little oil. Add spices, peas, and paneer. Stir well and cool completely.
Divide dough into balls. Roll thin ovals, cut in half, and form cones using a flour paste to seal.
Fill cones with paneer mixture. Seal tightly and set aside.
Deep-fry samosas over medium heat until golden brown, or bake at 180°C (350°F) for 20 minutes until crisp.
Serve hot with green chutney or tamarind sauce.
