Preheat oven to 350°F (175°C). Line baking sheets with parchment paper.
In a large bowl, beat butter, granulated sugar, and brown sugar until fluffy.
Mix in orange zest, vanilla, and egg until combined.
Whisk flour, baking powder, and salt; add to wet mixture and mix until just combined.
Stir in cranberries and white chocolate chips.
Scoop dough into 1-inch balls and place 2 inches apart.
Bake 12–15 minutes until edges are golden.
Let rest on the sheet 5 minutes, then transfer to a wire rack to cool.
