In a small bowl, dissolve sugar in warm water. Sprinkle yeast over the top, and let it stand for about 10 minutes, until foamy.
In a large bowl, combine the yeast mixture with flour, olive oil, and salt. Mix well to form a dough.
Knead the dough on a floured surface until smooth and elastic, about 8 minutes.
Place the dough in an oiled bowl, cover with a damp cloth, and let it rise in a warm place for 1 hour, or until doubled in size.
Punch down the dough, and transfer it to a greased baking sheet. Press out into a rectangle shape.
Preheat oven to 425°F (220°C).
Dimple the dough with your fingers, then brush with olive oil. Sprinkle minced garlic, chopped rosemary, and sea salt over the top.
Bake in the preheated oven for 20-25 minutes, or until golden brown.
