Make a starter by mixing 3 tablespoons of water, 3 tablespoons of whole milk, and 2 tablespoons of bread flour on medium heat for 2-3 minutes until it forms a paste.
In a mixing bowl, combine 2 ½ cups of bread flour, ⅓ cup of melted unsalted butter, ½ cup of whole milk, 4 tablespoons of sugar, 1 tablespoon of yeast, 2 tablespoons of dry milk powder, 1 teaspoon of salt, and 1 egg.
Mix the dough for 10 minutes on medium speed.
Place the dough in a lightly greased bowl, cover, and let it proof for 1-1.5 hours until doubled in size.
Divide the dough into 6 pieces and roll them into balls.
Place the dough balls in a greased pan, cover, and let them proof for another 30 minutes.
Brush the dough balls with egg wash.
Bake the rolls at 350°F for 25 minutes.
