Cook the ground beef, onion, and garlic in a skillet until browned, then add salt, pepper, and any herbs or spices, and mix in the shredded cheese. Set aside to cool.
Season the mashed potatoes with salt and pepper. If too soft, add an egg or flour to bind.
Take a portion of mashed potatoes, flatten, add beef and cheese filling, and shape into patties. Repeat.
Dust each potato cake with flour.
Fry the potato cakes until golden brown and crispy on both sides.
Serve hot with sour cream, ketchup, or dipping sauce.
