Trim the green onions and slice in half into segments
Combine green onions, all purpose flour, potato starch, baking powder, salt, garlic powder, chicken bouillon, onion powder and cold water in a bowl
Mix until combined
Heat a large pan on medium high heat and add oil, swirling it around
Add the green onions and evenly spread them across the pan
Add the remaining batter to fill in any holes
Reduce heat to medium and fry until the bottom is golden and slightly charred
Flip over and pour oil around the pancake, tilting the pan to distribute it
Swirl the pancake to prevent sticking
Once the bottom is crispy and slightly charred, remove and transfer to a cutting board to slice
For the dipping sauce, combine green onions, regular soy sauce, rice vinegar, and sesame oil
Serve the pancake with the dipping sauce
