Combine 1 Tbs Kikkoman soy sauce, 1 Tbs shaoxing wine, 1 Tbs cornstarch, 1 Tbs sesame oil, 1 Tbs canola oil, and ½ tsp baking soda in a bowl
Marinate the sliced flank steak in the mixture
Prepare the sauce by combining 1 Tbs oyster sauce, 1 Tbs shaoxing wine, ½ Tbs dark soy sauce, 1 Tbs vinegar, 1 tsp cornstarch, 1 tsp sugar, 3 Tbs water, and a pinch of white pepper
Heat a wok or large skillet over high heat
Stir-fry the marinated beef until cooked through, then remove from the pan
Add minced garlic and julienne ginger to the pan and stir-fry until fragrant
Return the beef to the pan and add the prepared sauce
Toss in the scallions and stir-fry until everything is well combined and heated through
Serve immediately
