Mix the nilla wafer crumbs with melted butter.
Press into a parchment lined 8x8 pan.
Set aside.
Dissolve Jello in boiling water.
Cool completely to room temp (not warm at all).
Beat cream cheese, sugar, and vanilla until completely smooth.
Fold in cool whip until combined and fluffy.
Spread ⅔ of this filling over the crust, reserving ⅓ for the orange filling.
Stir orange juice & zest into the completely cooled jello/water mixture.
Mix in the remaining cream cheese filling.
Mix in cool whip.
Pour the orange filling over the cream cheese layer.
Chill for at least 8 hours or overnight to set.
Top the chilled bars with whipped cream and orange slices.
