Preheat oven to 425°F (220°C) and line a sheet pan with parchment.
Mix ground beef with salt, pepper, onion powder, garlic powder, and Worcestershire until fully combined.
Form into a tight, compact meat log and place on the sheet pan.
Spread chopped onions and peppers on the same pan beside the meat.
Bake for 30 minutes.
Remove from the oven and slice the beef paper-thin.
Mix sliced meat with the peppers and onions on the pan.
Broil 3–5 minutes until the meat edges crisp and veggies caramelize.
Top with provolone and return to the oven just until melted.
Optional: Make cheese wiz by simmering heavy cream and American cheese until smooth.
Load into toasted rolls and pour cheese wiz over the top if using.
