Spray the inside of the Crock Pot well with cooking spray.
Dump the cream of mushroom soup, cheddar soup and milk into the Crock Pot.
Add the pepper, onion powder and garlic powder.
Stir the contents well.
Add the drained green beans and one 6oz container of the French's fried onions to the pot.
Stir well again.
Cut the brick of cream cheese into one inch cubes and drop the cubes on top of the ingredients in the Crock Pot.
Place the lid on the Crock Pot and set it to HIGH.
Leave the dish to cook for 2 hours.
After 2 hours stir the contents well.
Place the slices of provolone cheese on top and return the lid to the pot.
Continue cooking on HIGH for 30 minutes.
After 30 minutes remove the lid and sprinkle the remaining 6oz of French's crispy fried onions on top.
Leave the dish to continue cooking for about 5 minutes with no lid just to let the onions warm up a bit.
