Make plum syrup: Add 2 cups sugar and 1 cup water to a pot over low/medium heat
Stir until sugar is dissolved
Add ¾ cups plum peel to pot and simmer until thickened, approximately 20 minutes
Strain out solids and store in an airtight container for 2 weeks in the fridge
Add 2 oz vodka, 1 oz orange liqueur, 0.75 oz plum syrup, and 0.75 oz lemon juice to a shaker
Shake with ice for 15 seconds
Run a lemon wedge along the rim of your glass
Dip rim into sugar/plum zest/lemon zest mixture
Strain contents of shaker into glass and serve
