Whisk 2 cups yogurt, ½ cup sour cream, ¼ cup lemon juice, ¼ cup water, 2 tablespoons Parmesan, 1 tablespoon garlic powder, 2½ teaspoons Worcestershire, 2 teaspoons mustard, ¾ teaspoon pepper and ¾ teaspoon salt together in a medium bowl until smooth and well combined.
Garnish with additional pepper, if desired.
Serve with desired dippers.
