Whisk ¼ cup mayonnaise, 2 tablespoons chili sauce, 1 ½ tablespoons lime juice, 1 ½ teaspoons Sriracha, ½ teaspoon garlic powder and ¼ teaspoon salt in a large bowl.
Add 4 cups green cabbage, 2 cups red cabbage, 1 cup carrots, 1 cup celery, scallions and ⅓ cup cilantro.
Toss to coat thoroughly.
