Start cooking your pasta in some salted boiling water. Cook to al dente according to the directions on the package. Reserve 2 cups of the water before draining them.
In a skillet over medium heat, brown the ground beef with the minced garlic. Drain excess grease if needed.
Stir in the ginger, soy sauce, brown sugar, red pepper flakes, hoisin sauce and black pepper.
Mix the water and cornstarch together. Stir it into the meat and allow it to simmer for a couple of minutes to thicken up.
Stir in 1 cup of the pasta water and the cooked and drained pasta. Stir really well until everything is incorporated and the sauce sticks to the pasta. (Last time I made this I ended up using another ½ cup of the pasta water. It will depend on how thick you want it to be.)
Garnish with the sliced green onions and sesame seeds if desired. Serve hot and enjoy!
