Preheat your oven to 350°F.
Blend the oats into a fine flour.
Add the oat flour, protein powder, cocoa powder, sweetener, salt, and baking powder to a bowl and whisk together.
Add the almond milk or water and whisk until smooth.
Pour into a lightly greased small baking dish and sprinkle chocolate chips on top.
Bake for 10 to 12 minutes for a gooey center, or bake slightly longer for a cakey texture. Enjoy warm.
