Beat cream cheese until smooth. Add powdered sugar, vanilla, and cotton candy extract. Fold in whipped topping and heavy cream until creamy. Chill 30 minutes.
Flatten biscuit dough pieces on floured surface to ⅛ inch thickness.
Scoop chilled filling, wrap each portion in dough, and seal tightly.
Heat oil to 350°F. Fry bombs 1–2 minutes per side until golden.
Roll warm bombs in cotton candy sugar mixture.
Garnish with powdered sugar, cotton candy, or white chocolate drizzle before serving.
