Add some olive oil to a Dutch Oven over medium-low heat.
Add the onion, red pepper flakes, Italian seasoning, salt and pepper. Cook for 6-8 minutes until tender.
Add the garlic and cook for less than a minute until fragrant.
Add the ground beef, salt, pepper, and paprika. Brown the beef.
Make a space in the middle and add the tomato paste. Cook for a few minutes.
Bring everything together.
Add the beef broth and heavy cream, bring to a light boil.
Add the pasta shells, lower to a simmer, and cook for 16 minutes.
Add the cheddar cheese.
Taste and season as desired.
Toss in some butter.
Garnish with chives.
