Place cut potatoes in a wide saucepan. Add stock, olive oil, lemon juice/zest, garlic, herbs, bay leaves, salt, and pepper. Place in over on 400 degrees. You want a slow, luxurious poach. Cover and cook ~25–30 minutes until potatoes are tender when pierced.
Remove potatoes with a slotted spoon and set aside on a baking sheet. Increase heat in a saucepan and reduce the poaching liquid until it's glossy and slightly thickened. Put potatoes under broiler for 5-10 minutes or until desired crisp.
Transfer to a shallow bowl or platter. Hit with extra olive oil + flaky salt.
