Heat treat the flour by baking at 350 degrees F for 5 minutes or until flour reaches a temperature above 160 degrees Fahrenheit. Let cool.
Mix melted butter and brown sugar until smooth. Add vanilla, flour, and chocolate chips. Chill in the fridge.
In a large mixing bowl, combine heavy cream, half and half, sugar, and vanilla extract. Mix well.
Pour mixture into an ice cream maker and prepare according to the directions. Mix in the chilled cookie dough in the last few minutes.
Store the ice cream in the freezer.
