Cook flank steak to desired doneness
Slice cooked steak
Mince garlic cloves and chop shallot
Chop parsley and cilantro
Combine roasted red peppers, cherry tomatoes, garbanzo beans, and great northern beans in a large bowl
Add minced garlic, chopped shallot, parsley, and cilantro to the bean mixture
Whisk together red wine vinegar, olive oil, and lemon juice
Pour dressing over bean mixture and toss to combine
Add sliced steak to the salad
Top with crumbled cotija cheese and red pepper flakes
