Melt butter in a large pot over medium heat
Add diced onion, carrot, and celery stalk; sauté until softened
Add minced garlic and cook for 1 minute until fragrant
Deglaze with dry white wine and let simmer gor a moment
Add pasta and allow to toast slightly
Add chicken or vegetable broth. Bring to a boil and reduce to a simmer
Add chopped broccoli and cook until broccoli is tender (about 10 minutes)
Reduce heat to low and stir in cream, cream cheese if using, and cheese blend
Season with smoked paprika, cayenne, nutmeg, salt, and pepper to taste
Finish with a squeeze of fresh lemon juice if desired
Serve hot
