In a small mixing bowl, combine the oat flour, beef bouillon, tomato powder, sugar, chili powder, cumin, onion powder, cocoa powder, and MSG. Whisk until evenly combined.
In a skillet over medium heat, add the ground beef along with ⅓ cup of water. Break the beef apart with a spatula or spoon until it becomes very fine.
When the beef is about halfway cooked and you still see some pink remaining, sprinkle in the spice mixture and stir well so the beef is evenly coated.
Continue cooking until the beef is fully cooked and the seasoning has thickened into the meat. The oat flour helps the sauce cling to the beef and creates that classic Taco Bell beef texture.
Serve hot in tacos, burritos, tostadas, nachos, or taco bowls.
