Cook Filling: In a skillet, brown beef with onions. Season with salt, pepper, and garlic powder. Stir in ketchup and mustard. Cool slightly, then mix with cheese and green onions.
Assemble Rolls: Place filling in the center of each wrapper. Fold edges, roll tightly, and seal with water.
