Preheat oven to 425°F (220°C).
In a small baking dish, combine milk, onion powder, garlic powder, pepper, oregano, and chicken stock.
Add baby potatoes to mixture and mix to coat evenly. Ensure potatoes are snug but do not overlap.
Drizzle with avocado oil.
Cover dish with foil and bake for 50 minutes.
Remove foil and smash the tops of the potatoes gently with a fork.
Add 2 pats of butter on top of smashed potatoes.
Bake uncovered for an additional 10 minutes.
