Dissolve the yeast in the lukewarm milk and add the sugar, mixing well to dissolve it as well
Add the flour to a bowl and pour in the liquid
Knead until you get a smooth dough
Cover the dough with plastic wrap and let it rise for 40 minutes
Transfer the dough to the counter and divide it into 3 parts
Use your hands to form rolls and then cut into small portions
Let each roll rise on squares of parchment paper in a baking tray and cover with plastic wrap for another 40 minutes
Cook in the steamer for about 10 minutes
Serve with condensed milk
