Process beans, 3 tablespoons oil, water, lemon juice, minced rosemary, garlic, teaspoons salt, ¼ teaspoon pepper, and cayenne in food processor until smooth, about 45 seconds, scraping down sides of bowl as needed.
Transfer to serving bowl, cover with plastic wrap, and let sit at room temperature until flavors meld, about 30 minutes. Or refrigerate overnight.
you can loosen it with 1 tablespoon warm water before serving and season with salt and pepper to taste.
Drizzle with remaining 1 tablespoon oil before serving.
