Start with the sauce: Heat olive oil in a large pot. Add paprika, cayenne, turmeric, and salt — let the spices bloom (low heat so they don't burn).
Add the blended tomato + pepper, tomato paste, sugar, garlic cloves, lemon juice, and water. Stir, cover, and let simmer on low.
For the patties: Blend all the veggies until smooth, then strain well. Mix with the ground fish, olive oil, paprika, and salt. Shape into patties.
Drop patties into the bubbling sauce, top with fresh cilantro, cover, and cook ~25 minutes.
